Legislation

The legal background for the anti-doping system in the Republic of Azerbaijan is the Law dated November 29, 2016 on “The fight against the use of doping drugs and methods” signed and implemented by the Decree of the President of the Republic of Azerbaijan in December 14, 2016.

To implement its functions AMADA is guided by the local laws and international standards. According to the Law, national anti-doping body plans, coordinates, monitors and implements the national anti-doping program and pursues all potential anti-doping rule violations within its jurisdiction. AMADA is responsible for conducting all aspects of Doping Control. Moreover, it is incumbent on AMADA to pursue all potential anti-doping rule violations within its authority including investigation into whether Athlete Support Personnel or other Persons may have been involved in each case of doping and to ensure proper enforcement of Consequences, to plan, implement, evaluate and promote anti-doping education in line with the requirements of the International Standard for Education as well as implement any other tasks and duties stemming from them.

World Anti-Doping Code

The World Anti-Doping Program aims at promotion of doping-free sport and protection of the rights of all athletes in relation to anti-doping, contributing to the integrity in sport. It encompasses all of the elements needed in order to ensure optimal harmonization and best practice in international and national anti-doping programs. The World Anti-Doping Code (Code) is the fundamental and universal document upon which the World Anti-Doping Program in sport is based. The purpose of the Code is to advance the anti-doping effort through universal harmonization of core anti-doping elements.

International Standards and Technical Documents

There are eight International Standards for different technical and operational areas within the anti-doping program developed in consultation with the Signatories and governments and approved by WADA which aim to foster consistency among anti-doping organizations in various areas. The purpose of the Standards is harmonization among Anti-Doping Organizations responsible for specific technical and operational parts of anti-doping programs.

Technical Documents relating to mandatory technical requirements for the implementation of an International Standard may be approved and published from time to time by the WADA Executive Committee.
